Somewhere in London is a venerable and well established agency. The look like a bank and are used by governments, corporations and the wealthy. But they are in the business of removing obstacles, lethally if necessary and they agree that the world would be a better place without them.
Ten they realise that there are a large number of individuals in society who have nothing to lose. They are elderly and/or sick or desperate. And after all, anyone will kill in the right circumstances. Their job is to create those circumstances and then they'll have a pool of disposable assassins.
So this is an episodic novel telling of several operations, asassinations, carried out by 'disposable assassins' and the agency's management of the event. From England to Europe to Australia to Central America to the USA, no-one is safe fom an old man on a scooter! He's pepared to die and take you with him.
