Typically in the past education was a responsibility of state and local governments not the federal government. Education is not a responsibility of the federal government since the Constitution does not identify such responsibility at this level of government

I have a wide degree of personal and professional experience. I have over 25 years experience as a quality auditor and was both an audit team leader and a audit team member.
